NMR community journalism project investigates increasing water rates

The City of San Diego Water Department wants to raise your rates by a 7.75% increase. John Mattes investigates on how filling out the 218 protest form does not help people engage with this process enough for it to be truely democratic. We learn that the "protest form" has been labeled 3rd class mail so there is a good chance people throw it out with their junk mail. John also interviews people from the Utilities Department, making sure that he gets both sides of the story.
